§ 12-117. Application to be approved by city council; service requirements.

(a)

Before an annual permit is granted, the application for the annual permit must be approved by the city council. The granting of a annual permit is in the discretion of the city council, but will not be granted unless:

(1)

The proposed taxicab service is required by the public convenience and necessity; and

(2)

The applicant qualifies for an operating authority under section 12-118 and is otherwise fit, willing, and able to operate the taxicab service in accordance with the requirements of this article, rules and regulations of the director, provisions of the annual permit, and other applicable law.

(b)

The holder of an annual permit must provide taxicab service to the entire city.
