Division 1. GENERALLY |
§ 14-19. Definitions.
The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Contraband means any article, substance or property, the possession or transportation of which is prohibited and which is subject to summary destruction upon seizure by officers of the law.
Curfew means a regulation requiring withdrawal of persons from streets, highways, alleys, sidewalks, vacant lots, parks, public buildings or any other public places in all or a delineated part of the city during stated hours.
Disaster emergency means the occurrence or imminent threat of widespread or severe damage, injury, or loss of life or property resulting from any natural or manmade cause, including tornado, fire, flood, extreme weather, hazardous material spill, aircraft crash, water supply contamination, major utility disruption, explosion, civil disorder, hostile military or paramilitary action, or other impending or actual calamity requiring coordinated emergency action, response and recovery.
Emergency management means a program that addresses the coordination of mitigation, preparedness, response and recovery activities and responsibilities as they relate to a disaster emergency as defined in this section. The term "emergency management" includes planning to ensure full utilization of all available local resources, both public and private, and procedures for accessing state, federal and other assistance.
Emergency management committee means a group of city personnel and volunteers, as designated and directed by the emergency management coordinator, who ensure the implementation of the emergency management program.
Emergency management coordinator means the individual city employee designated by the city manager to maintain a comprehensive emergency management program.
Emergency management director means the city manager.
Emergency management team means the employees, equipment, and facilities of all city departments, offices, boards, institutions and commissions. The term "emergency management team" includes all volunteer personnel, equipment and facilities contributed by or ordained from volunteer persons and agencies.
Emergency management volunteer means a person duly registered, identified and appointed by the emergency management director and is assigned to participate in the emergency management activity without compensation.
Public information officer means a city employee appointed by the city manager to provide a process for controlling information to the public, which includes the media, who, during nondisaster emergency status, develops and maintains a citizen education program for emergency preparedness, and, during times of disaster emergency, disseminates information to the news media and general public.
Regulations includes plans, programs and other emergency procedures deemed essential to emergency management.
Riot means a state of violent civil disorder which causes or threatens to cause loss of life or property within the city.
Volunteer means any person contributing service, equipment or facilities to the city without compensation.
