§ 14-46. Organization.
(a)
The city manager is designated as the emergency management director for the city.
(b)
The emergency management director is responsible for designating the person responsible for implementing the provisions of this article and authorizing an emergency management coordinator for the city to implement and maintain the emergency management program.
(c)
The emergency management coordinator reports directly to the city manager to implement the provisions of this article.
(d)
In accordance with state law, the mayor shall authorize notification to the proper state division the designation of the emergency management plan and its participants.
(e)
Although the emergency management director may authorize delegation of emergency management duties and responsibilities to an emergency management coordinator, the ultimate responsibility for such execution remains with the emergency management director.
(f)
The operational emergency management organization of the city shall consist of the officers and employees of the city so designated by the city manager in the emergency management plan, as well as organized volunteer groups and/or individuals.
(g)
The public information officer will be responsible for developing public educational programs for disaster emergency preparedness, and for disseminating information to the news media and general public during times of a disaster emergency, as directed by the emergency management director.
