§ 14-74. Prohibited conduct; penalties.

  • (a)

    During the period an actual or impending disaster emergency has been declared, a person, unless authorized by local, federal or state law, shall not:

    (1)

    Enter or remain upon the premises of any mercantile establishment not open for business to the general public.

    (2)

    Possess or transport items designated as contraband by the city manager.

    (3)

    Violate any of the orders duly issued by the emergency management director, governor, city manager or city council.

    (4)

    Willfully obstruct, hinder or delay any member of the emergency management organization or any peace officer in the enforcement of the provisions of this article, or any order or regulation issued under authority provided for in this article.

    (5)

    Wear, carry or display any emblem, insignia or any other means of identification as a member of the emergency management organization of the city, unless authorization to do so has been granted to such person by the proper officials.

    (6)

    Operate a siren or other device so as to simulate a warning siren, or terminate a warning.

    (b)

    A person performing any of the prohibited acts of subsection (a) of this section shall be deemed guilty of a violation of this article and shall be subject to a fine in accordance with the general provisions of the Rockwall City Code.
