§ 16-85. Definitions.

  • The following terms, words and phrases when used in this article, shall have the meanings ascribed to them in this section except where the context clearly indicates a different meaning:

    Commercial handbills.

    (1)

    The term "commercial handbills" means any printed or written matter, any sample, device, circular, leaflet, pamphlet, paper, booklet, or similar item, which directly or indirectly advertises or offers for sale or rent, for the purpose of private gain or profit, any merchandise, produce, commodity, service or thing of value.

    (2)

    The term "commercial handbills" does not include a newspaper having no advertisement printed or written on its front page, and having news and/or editorial comment on said front page.

    Garbage means putrescible animal or vegetable waste including, but not limited to, wastes that are generated from the handling, separation, cooking and consumption of food.

    Litter means garbage, refuse, and rubbish, as defined in this section.

    Noncommercial handbills means any printed or written matter, any sample, device, circular, leaflet, pamphlet, paper, booklet or similar item which is not a commercial handbill.

    Public place means any and all streets, sidewalks, boulevards, alleys, or other public ways and any and all public parks, squares, spaces, grounds, parking lots, lakes, streams, and buildings or property visible therefrom.

    Refuse means all solid waste, including garbage and rubbish.

    Rubbish means all nonputrescible solid waste including, but not limited to, paper, metal, cardboard, wood, glass, bedding, crockery, yard clippings, and similar materials.
