§ 30-103. Business enterprises; permission required.

  • (a)

    Defined. The term "business enterprise" means any commercial enterprise, trade, calling, vocation, profession or any other means of livelihood whether or not carried on for gain or profit.

    (b)

    Restricted activities. No person shall engage in a business enterprise within the shoreline property designated by the lease for public park and recreational purposes from the City of Dallas to the City of Rockwall, dated August 16, 1971 (the "lease"), without first obtaining the specific permission of the Rockwall city council.

    (c)

    Permits. Permission to engage in a business enterprise within the shoreline property designated by the lease may be in the form of a contractual agreement between the party seeking such permission and the city, but in no event shall such contractual agreement or any other such permission be entered into or granted prior to the holding by the city council of a public hearing held for the purpose of determining the utility and necessity of the contemplated business enterprise and the impact of such enterprise upon the public park and recreation areas designated by the lease.
