§ 38-401. Scope.

The provisions of this article shall apply to all new development within the city and all subdivisions within its extraterritorial jurisdiction after the effective date of ordinance from which the article was derived:
(1)

For which a final plat is required to be submitted to the city for approval in accordance with state law and the ordinances of the city; or

(2)

Existing vacant platted lots for which a building permit has not yet been issued by the city.
