§ 8-20. Restrictions on certain activities.
(a)
Operation of aircraft. The operation of any aircraft by any person commencing or terminating, or both, on any tract or parcel of land adjacent to any tract or parcel of land owned by or under the lawful control of the city, and a part or portion of said municipal airport, is prohibited, unless any such person at the time of any conduct of any such prohibited activity shall have entered into a written contractual relationship with city or its duly authorized airport manager. The airport manager shall have such authority to enter into such contracts as may be granted in his agreement with the city. Such "through-the-fence" contracts shall be subject to approval by the city manager, the state department of transportation and the Federal Aviation Administration.
(b)
Access or use of vehicles limited. No automobiles, trucks or other vehicular traffic shall be permitted access to or use of an access road commonly referred to as Barnstormer Lane, and the airport access road on the eastside of the airport at any point north of the airport terminal building, except for the following specified traffic:
(1)
Tenants leasing hanger space and/or tie-down space at the airport, customers of the airport, or guests of airport tenants.
(2)
Persons and/or entities maintaining valid contracts with the city.
(3)
Authorized city emergency, maintenance, administrative, and delivery vehicles.
