§ 9. BOARDS, COMMISSIONS, AGENCIES—APPOINTMENT, TERM, AND PROCEDURES

All meetings of any board or commission shall be open to the public. Each board or commission shall keep accurate minutes of each meeting which shall be forwarded to the city secretary within ten days following each meeting. Such board or commission shall keep an accurate record of the names of the members who are present and absent from their meetings. When public hearings are necessary or required, notice of the public hearings and the conduct of the same will be in compliance with the requirements of the Local Government Code and this [Unified Development Code].

Each board or commission may establish its own attendance rules, regulations and method of enforcement unless in conflict with state law, or this article. Each member of a board or commission shall be at least 18 years of age.
