§ 3.1. Building permits required.

No building or other structure shall be erected, moved, added to, or structurally altered without a permit issued by the building official, as required by chapter 10 of the City of Rockwall Code of Ordinances. A building permit shall not be issued except in conformity with the provisions of this [Unified Development Code], unless otherwise authorized by the board of adjustment in the form of a variance as provided by this [Unified Development Code].
